It's a photoshop. At the bottom of the linked webpage, it states,

If a vulture really at a Trump event, it would go after whatever dead animal is located on the top of Trump's head.
Of course it is a photoshop. Anybody that uses photoshop, which I do on an almost daily basis when I am working (primarily for generating 3D textures for computer models) could see that in an instant, besides the fact that no one would just stand there if a vulture with a dead rabbit landed next to them (except Ted Cruz, maybe- he'd probably grab the rabbit from the vulture and eat it himself.)
The woman in this picture, equipped with the weapons and ammunition shown, was found outside a National guard base. She is apparently a big Glenn Beck fan, and believed that the base was a FEMA concentration camp. Think she's the only one out there? You just know this sort of thing is not going to end well.
